graph_maintenance_router

Legacy graph maintenance sub-router factory: refuses from 11.4 (CORE-25).

create_graph_maintenance_router served bulk delete, audit and prune by reaching into a legacy agent's private memory orchestrator. Its only package caller was create_agent_router, which refuses from 11.4, so the body is gone. The name stays importable so a caller reads the migration error rather than an ImportError; the error names the create_kernel_agent_router ports that serve these routes natively and the two routes none serves. No admission, flag or private patch restores it.
