Read-only accepted-turn evidence; this value alone never authorizes a cycle.
Acceptance linearizes after successful FINALIZE and before done egress, not at transport acknowledgement. Missing/UNKNOWN cannot authorize provider/tool replay. A scheduler must validate the exact persisted journal evidence; a caller-created CompletedTurn is not authority. Durable advance_once/COMMIT_CYCLE is still separate.
