native_create

An additive draft creation port over the same procedural resource.

Explicit IDs skip dedup and insert only; occupied IDs never update or reveal the occupying owner/layer/status. Omitted IDs retain store_skill's exact-owner dedup semantics. The inherited legacy store_skill path remains unchanged.
