deployment_evidence_cli

Explicit-input CLI over report_deployment_evidence and evaluate_zero_window.

Every input is named on the command line: no default policy, window, threshold or journal discovery. Exit 0 means a report and verdict were emitted, whatever the verdict; fallback_observed and incomplete_evidence are findings, not command failures, and no verdict is retirement proof. Exit 2 means the inputs were unusable; stderr carries a fixed error code and never file contents or exception text. The command does not write report files; stdout carries one JSON object.
