One deadline-bound connection for public native PostgreSQL graph reads.

Raw graph-only v1 reads are publicly admitted, but plan shape and LIMIT cannot cap PostgreSQL's physical scan work. Native reads therefore run under the native subtree execution deadline and refuse rather than return partial rows. Legacy v0 reads keep their historical, unbudgeted connection.
