postgres_pending_decision

Private platform operator service: SKIP_WITH_DEBT audit keeps cadence fenced.

No provider/phase replay, COMMITTED rewrite, debt application, or automatic skip. Only exact private graph-only accepted QUICK with durable original lease claim provenance is eligible. Legacy missing provenance is a refusal, not adoption.

Operator credentials are verified by an injected deployment trust root.

A separate runtime PG role must be unable to edit audit or its DDL. Schema installation/grants are an explicit migration-owner responsibility. Calling this service with the existing migration-owner worker pool fails closed.
