The per-call arguments the migrated path honours, as data (TA8.21 split).

Left :mod:~symfonic.agent.cutover.policy when that module passed its line budget -- the fourth time this package has made that split, after rounds left delegate, injections left policy and authorised left bundle. The division is not arbitrary: policy answers "which configuration may a migrated turn carry?" and this module answers the same question about the arguments an adopter passes to run/stream. Two questions, two guards, two allowlists -- and they are read by two different places in :func:~symfonic.agent.cutover.envelope.admit_invocation.

policy re-exports :data:ADMITTED_ARGUMENTS, so the address every importer and every evidence file already names keeps working.
