Private expression index for canonical native lease roots, including old writers.

The classifier reconstructs Python's canonical ensure_ascii JSON. Anything it cannot prove canonical stays NULL and must refuse every native acquisition. No stored metadata can go stale when an older worker inserts a path directly. The fixed-width key accepts arbitrarily long roots. Candidate SQL rechecks the complete root before LIMIT: digest collisions cannot change lease authority.
