The resolution stage behind :class:ProspectiveTriggerCapability.

Failure policy is fail-closed: a source that raises degrades the stage to a no-change, and an evaluator that raises, returns an awaitable or answers anything but True leaves that one trigger unselected. Counts are integers only, so the metrics carry how many triggers were pending, evaluated, selected or errored, never their text. selected means offered to prompt assembly, which may still drop the block under its budget; it is not provider delivery.
