Split from :mod:~symfonic.agent.cutover.memory_surfaces the way prompting_rows was split from prompting_surfaces: the decisions here, the thirty-one rows that rest on them next door. The envelope imports this module and not the ledger, so the trusted surface can be read without the thirty-one arguments in the way -- and so a reviewer checking what TA8.37 widened has one short file to read.

Three kinds of thing live here and nothing else does: the two conditional lifts (:data:HYDRATION_LIFTS, :data:HYDRATION_BEARING_ORCHESTRATOR_FIELDS), the one unconditional one (:data:CONSOLIDATION_INERT_LIFTS), and the finding that keeps four rows off MIGRATED (:data:ORCHESTRATOR_DISCARD_PATHS).
