A narrow opt-in for one no-tool completion after an empty native run.

Permit one separately metered terminal model call on an empty run.
The normal Agent round limit is unchanged. Synthesis applies to text
run only; streaming keeps the existing native result and event shape.
Typed invocations (output_type) are an explicit no-op: their existing
structured extraction, repair budget, and errors remain in force.
