Opt-in first-turn seed over a scoped memory store.
The store supplies public inventory, write and flush operations. The full turn scope is retained; a shared host may bind one instance per tenant or pass a stated scope on each invocation. A lock protects check/write/flush for concurrent turns through this instance.
