Split from :mod:symfonic.capabilities.memory.consolidation so the policy (which phases, in what order, feeding which legacy counters) is readable apart from the mechanism that runs them — and because the combined module went over its 300-line budget once T3.3.4's findings were written down where they happened.

The tables are the whole of findings 1, 3 and 4, so they are worth reading on their own: all three were the same mistake, which is that a roster was rewritten rather than transcribed.
