deep_owner_scope

Exact native tenant-root owner for Agent-only DEEP composition.

The tenant ID must come from verified tenant authority, never a raw request header. This value checks identity; it does not authenticate the caller or mint an erasure admission. Bind it before scheduling work or opening storage.

One verified tenant ID bound to its exact v1 root and storage key.
